Kathleen Magill, Ph.D. is a Senior Research Analyst at Berkeley Policy Associates, who has more than 20 years of experience in managing and conducting program evaluations, policy analyses, management analyses, research studies, and information dissemination activities. She has particular experience in evaluating governmental programs intended to improve access to employment and training programs, social services, education, and health care. Dr. Magill is experienced in: investigating administrative and operational practices in the delivery of employment and training services; assessing public awareness and understanding of governmental programs intended to improve access to employment and training programs, social services, and health care; and studying the communication and information-seeking strategies used by key decision-makers in public and private organizations.


Dr. Magill currently serves as Site Visit Team Leader for the Evaluation of Generation I of the Workforce Innovation in Regional Economic Development (WIRED) Initiative for the U.S. Department of Labor's Employment and Training Administration.  She also is Project Director of one of BPA's two contracts that are providing technical assistance to DOL regions in serving dislocated workers. Recently, she provided technical assistance to BRG to support dissemination and replication efforts of the High Growth Job Training Initiative and Community-Based Job Training programs.


Dr. Magill was a key member of BPA's team that developed a series of  technical assistance guides for ETA. She directed the development of a guide for providing Services for Employed Workers under the Workforce Investment Act (WIA), was task leader for developing curriculum and training materials for Improving Job Corps Services and Support to LEP and Hispanic Youth, and contributed to the ESL/VESL Program Guide for Job Corps and Increasing Access to WIA Services for Limited English Proficient Customers


For the State of California's Evaluation of the Regional Workforce Preparation and Economic Development Act (RWPEDA), Dr. Magill assisted with research design and conducted site visits with regional collaboratives that implemented new ways for agencies to collaborate for improvements in workforce development services.


Dr. Magill recently directed Research on Employment Supports for People with Disabilities, a large-scale focus group study performed under subcontract to the Lewin Group for DHHS/ ASPE. Earlier, she served as Senior Analyst for the Evaluation of Department of Labor Disability Employment Grant Services to Individuals with Disabilities, a national study of 15 DOL-funded demonstrations providing services through the workforce development system to people with disabilities.


Prior to joining BPA, Dr. Magill served as Senior Agency Management Analyst for the Commonwealth of Virginia's Department of Rehabilitative Services, a position that included serving as executive staff to the State Rehabilitation Council. She designed and implemented an innovative multi-method system for assessing consumer satisfaction with services and programs for people with disabilities that has been used by other organizations. Dr. Magill holds a Ph.D. in Communication Research from Stanford University.
