Sherry Almandsmith, MCRP/MPH, is a Principal Analyst at Berkeley Policy Associates and Project Director of the Evaluation of Generation I of the Workforce Innovation Regional Economic Development (WIRED) Initiative. For over 25 years, she has conducted program evaluation and policy research on employment and training, disability policy, mental health, and aging services. Through extensive fieldwork for numerous studies of human services programs, Ms. Almandsmith has developed an understanding of program design and implementation from the governmental, program operator, and business perspectives. She has expertise in the integration of qualitative and quantitative data to reach policy-relevant conclusions.
Since 1986, Ms. Almandsmith has played key roles in studies of at least 15 U.S. Department of Labor programs and demonstrations, as well as in a dozen other projects focusing on employment and training. She recently directed the DOL-funded Evaluation of Strengthening Connections Between UI and One-Stop Delivery Systems Project which used a quasi-experimental design to test the effectiveness of an expanded model of worker profiling reemployment services (WPRS) in returning unemployment insurance claimants to work. Ms. Almandsmith was Project Manager for the Feasibility Study Examining the Use of UI Wage Records for Indian & Native American (INA) Programs, Principal Investigator for Creating Partnerships for Workforce Investment, and Project Director of the Evaluation of Department of Labor Disability Employment Grants Services to Individuals with Disabilities.
Ms. Almandsmith has played key roles in four BPA studies focused on meeting the labor needs of healthcare employers. She recently directed the Evaluation of the Healthcare Career Ladder Training Program (HCCLTP) for the City of Los Angeles, and was Project Manager for a DOL contract that produced a technical assistance guide called Starting and Managing Health Care Workforce Initiatives: A Primer. Earlier, she was Project Director for the Evaluation of the Los Angeles County Health Care Industry Demonstration, which built on Ms. Almandsmith's previous work on DOL's Evaluation of the Health Care Worker Retraining Demonstrations.
Earlier, Ms. Almandsmith was involved in two of BPA's DOL-funded projects aimed at assisting state and local workforce development programs to effectively serve customers with limited English proficiency (LEP). First, Technical Assistance Guide for Serving Dislocated Workers Requiring Multicultural Service Strategies and Solutions produced a guide providing examples of successful strategies and tools for providing services to customers with LEP. Second, she analyzed WIASRD data on LEP customers participating in WIA services within local workforce investment areas across the country for Cost Estimates for Implementation of LEP Initiatives in the Workforce System to Ensure Compliance with DOL Guidance.
Ms. Almandsmith holds a joint Master's Degree in City and Regional Planning and Public Health from the University of California, Berkeley.
